If you've enabled AA in Nvidia Control Panel, try lowering it. ini to avoid it putting an artificial cap in your framerate (this is set to 30, by default), and also, for better performance, set 'bReplaceHeap = 1' and change 'iHeapAlgorithm' in sr_Oblivion_Stutter_Remover. Not sure what exactly is needed to get Oblivion stable, as to keeping it from getting usual Problems when Modding IE screen tears, micro stutters etc. It's a great frame limiter.
